HURRICANE IAN EFFECTS DRAG DOWN AVERAGES A BIT

Our hearts go out to the people in Southwest Florida as they work to recover from Ian.  Florida mail issues brought down on-time averages in the Southern area, and to a lesser extent Atlantic.  We expect those to rebound in future reports.
