FIRST-CLASS LETTER SERVICE CONTINUES TO UNDERPERFORM 
I think of First-Class letters as the flagship product of the Postal Service, and they are just not doing well.  Only 77.8% were delivered on time last week, and the average First-Class letter took more than four days to deliver.  This drags down an already bad calendar YTD performance, and this is based on professionally prepared, presorted, Full-Service mail.  
So, again, First-Class performance was well below targeted standards, and Marketing Mail did pretty well because industry manages the logistics…as long as they can find the facilities, no small feat these days.
